The way Azul's 'death' is put makes me think that, in order to recover from severe injury/'death', he has to undergo a hibernation-like state of sorts to fully regenerate -meaning that he appears dead, while the reality of it is that he's preparing for, as you suggest, health restoration in the Galian style.
Still, I can't imagine what ability would be exclusive to Weiss, but the idea of it is definitely plausible.
Jurhael theorises that Weiss has powers of light, as Nero has powers of darkness. Unfortunately, neither of us seem to be able to come up with an idea of what that might entail. Still, it's a thought.
Powers of light, eh? If anything, I'd imagine that it would manifest itself as the exact opposite of Oblivion. Can't be heard, isn't 'seen' swirling about its host, and cannot absorb both items and living people. Come to think of it, to what extent is Nero's teleportation ability? If it's closer to short range (i.e. he has to be within sight of his general location), then Weiss' might be more long range. Somewhere I've seen a type of teleportation in the long-range sense, where the person can teleport to any specific place as long as they've an accurate photographic memory of it.
Though, since we're talking about an opposite to Oblivion, then this can be more easily controlled -Weiss would have to have no decent memory of anywhere outside of Deepground, or the Researchers have managed to repress this ability to act only within the limits of Deepground.
Concerning Nero's abilities, what you've listed is only just what we've seen. For all we know, he's perfectly capable of shockwave-use but he doesn't seem to be much of a "close-contact" fighter where shockwaves would be of any use. The closest he ever really gets to "close-combat" fighting is with Shelke (who I believe he would never use a shockwave on and we all know why). The closest he gets to Vincent is smacking him around with his wings and the Gorgonero fight, but a shockwave attack in his own darkness could be devastating to his own physical being. Oooh, another thought. Oblivion might absorb the shockwaves, so maybe he just tap that ability because it's completely defunct. So, conclusion, I wouldn't put it past him that he can use them but they might just not be useful during the Dirge scenarios or they might be altogether useless to him.

True, which is why I wonder if there are some experiments that just don't 'take'. It doesn't matter at all, of course, since Nero is such a devastating fighter anyway, but it's kind of fun to think that Oblivion might prevent some abilities, or at least severely reduce their effect/usefulness.
Of course, like you said, he just might not have any use for them.
