I used Photoshop Elements 4.0 but it's translatable for other programs



01 Duplicate base and set it to SCREEN 15%
02 Duplicate base and set it to SOFTLIGHT 75%
(step one and two depend on your base)
03 Merge layers and sharpen base once.
04 Duplicate base and desaturate it.
05 New layer and fill with #FF005A and set it to OVERLAY 20%
06 New layer and fill with #91F9FF and set it to COLOR BURN 28%
07 New layer and fill with #03003D and set it to EXCLUSION 24%
08 New layer and fill with #5BBAE1 and set it to COLOR BURN 27%
09 Copy the desaturated layer and drag it to the top. Set it to SOFT LIGHT 53%
10 Copy the base and drag it to the top and set it to MULTIPLY 100%
11 Merge layers and admire your work! Add brushes and text if you wish
