How is it that Orion Books has The Steel Remains available as an ebook when no one else is releasing it (outside the UK) until 2009?

Could be a placeholder? File size is listed as 0.0 Mb.

Also, Orion should have it available. They own Gollancz. Why do these "Books on Board" people have it listed?
