Additional Rambling:
One of my main focus points here is on the people and community that the players effectively build and govern, and not only does what the players do matter, but how they do it. While high level adventurers can go slay dragons and demons and loot the big shinies, that doesn't necessarilly build a strong barony. Off-camera, I'll be tallying up PC actions, akin to a Victory Point system, to keep track of how the NPC community develops.

I will be trying to blend together a large variety of activities into the campaign, and as such should warn people that while I am not building a straight-forward combatfest, neither am I making it pure soap. I'm also interested in experimenting a little with a few one-off events, partly for novelty, partly to see how they go.

A Shifter Ranger could slot well into this campaign, especially if his/her goal is to get the most effective use out of the land for the people whilst keeping the natural order, eco-friendly and that sort of thing. People are naturally going to spread and colonise so why not work with them? :)

I was totally impressed with your seriousness and attention to detail and the obvious weighty thoughts you've given this idea, until I ran across:

"..can cast spells with it in hand. (A wizard's staff has a knob on the end.)"

I feel I'm missing something. Something vital. Something important. Perhaps the tune accompanying that last line of naughty song lyrics? :O

Pratchett reference :P

His universe includes a university of wizards... who are very much a group of aging, lazy students, who given the choice spend most of their time getting drunk and singing baudy songs (see above), particularly due to their permanent celebacy.

In terms of the D&D technical change... Fantasy roleplay of a spellcaster includes enough micromanagement and technical detail as it stands without spending each round strategising about how to safely dispose of and retrive a weapon/shield to be able to use your basic class abilities. "I'm a L20 wizard. I can reverse gravity, shift planes and even change reality... but I can't hold a stick and turn on a light at the same time"
