Yay for biology geekery! It's a good thing I know what the picture signifies, because I have no clue how to read your explanation. I guess that evens things out.
I might as well leave the original version in comments -- I just wanted a way of obscuring the answer enough that no one accidentally read it who wanted to take longer to figure it out on their own.
It says:
Purple loosestrife and japanese beetles are both chaotic evil monsters introduced to North America by evil wizards. Both breed explosively and are resistant to non-magical attacks. The effect in this photograph was achieved by walking into a state park while wearing a ring of conflict.
I did a google search for "rot13" and the first hit was http://www.rot13.com/ which has a text box for you to enter stuff. On athena (and possibly in unix in general) it was a command line entry but here in windoze it is not so I had to look elsewhere!
