Haha, that's actually the personification of my home country (Canada) when it was still a "baby" nation. xD It's from a currently very popular webcomic about world history/culture/stereotypes, Axis Powers Hetalia. Not sure if you've heard of it yet, but it's a pretty fun manga that manages to be amusing, cute, informative, and even touching sometimes without being offensive, at least not in my eyes anyways (I guess there are always people who will beg to differ on that xDD;;;).
