It's normal for some cats. Every cat has different behaviour patterns
though. One cat of mine would gently bite and lick while the other would suck and massage/knead.

my boys were both neutered but one, err, 'came of age' so to speak before that happened. he still gets weird and humpy at times and they're almost five years old now. i hate to do it because it's, you know, natural, but i resort to the spray bottle when he starts getting exceptionally amorous with my arm or the other cat or the pile of dirty clothes.
