Nah, he's just a relative of Dick Gumshoe and he borrowed the coat.

I don't think disguising as a kid's mother for the lulz is a Time Lord ability anyway. Not in nu!Who, at least, no idea about the old show and don't particularly care. If he really WAS the Doctor, he's probably travel like 10 years to the past, stop Ghetsis from creating Team Plasma, and probably little N would be the one-shot companion he saves from a shitty future where he's a creep awkward antagonist. And take him to an alien ferris wheel for fun or something. And none of this mess would've happened!

Anyway, blame Bulbapedia. Their article on Looker at one point mentioned that, probably by coincidence, he was a dead ringer for Ten.

I can't begin to tell you how perfect N would be in Yotsubato. He'd probably draw tessaracts on the sidewalk with Yotsuba and try to commune with the animals in the suburb!

But not everything is a bed of roses. The whole neighborhood is creeped out when he randomly invades anyone's personal space at the park to check if you and the dog you walk do get along.

...Now I'm imagining Yotsuba picking up on Sea Shepherd or something like that through watching T.V., then trying to help her big brother save ALL THE ANIMALS!!1! with sticks and a cardboard boat.
