Disappointed too, I would like to see a person from older times than 21st century or another planet as well. Though I am intrigued by the synposis I read on wikipedia, and will go to watch the episode online later today. I am wondering if Moffat is using the story of Sam Jones from the 8th Doctor novels and if Clara in her forms was an accident by the Doctor somehow in producing a "perfect companion" for him, one that exists in all times and returns from death like he does, and with the same psychic abilities he has.

Could be. It wouldn't be the first time they'd adapted a story form one of the novels.

I am REALLY disappointed that Victorian Clara wasn't the new companion, because I am SO tired of it being a contemporary character

Ditto.

On balance I think it is a sensible decision. A Victorian companion would require constant explanations of simple things that the modern audience understand and recognise - and having to have mobile phones etc explained every single episode would get tiresome very quickly. Also they would be facing the constant barrage of fault finding for historical inaccuracies. But most importantly, since the companion serves as the viewers representative - behaving as they would wish to behave and asking the questions they would wish to ask - the companion has to have the same outlook as the viewer (apart from being a lot braver than most of us!) and that has to mean contemporary. The formula wouldn't work properly if the Doctor was more familiar and understandable than the companion because the companion was from another time or planet.

I don't know, Leela was one of my favorite companions of all time, and I never had a problem with her not having the outlook of a 20th century Earthling. Ditto Romana and Zoe and Jamie. But then, I don't see the companions as my proxies - all they need to be so far as I'm concerned are interesting characters.

One of the dynamics I noticed in some of the Troughton stories was Zoe taking on a partial expository role. Jamie-from-the-past would ask a question about some tech, Zoe-from-the-future would explain it to him, and the Doctor would would need to launch into one of his explanations only in climactic moments.

I think I share your taste in companions, as I'm also a fan of Leela and Romana.
