My favorite is Madam Will You Talk--it holds up best, imo, (except for some eye-rolling moments,) but the blend of history and aftermath of WW 2 and the woman's uncharacteristic competence make a tight story.
I know others who love Nine Coaches Waiting best. Moonspinners is also pretty good.
Heck, none of them are terrible. Her prose was so graceful and evocative even if the story wasn't always that great.
