Ooh, none of it was under construction when you were there! The fox statue by the train station was all wrapped up when we saw it, because they were lifting in those full-sized maples for the avenue with a crane, and some of the stones were ripped up. It looks beautiful now!

Every shrine I visited a couple years ago was under construction! It got to be a bit of a running joke.
