I have a friend who's been to France, so I'll ask her more about it, but off the top of my head, I recall my French teacher telling us a few years back that renting apartments is very expensive. But that probably varies from place to place. I'll get back to you when I have more info.
If you can afford to live there, then go for it. Cost of living I hear will eat you alive. Plus, from watching House Hunters, the price of an apartment -- talking tiny here - is roughly the same price as a small house here in the states. I've also heard from friends who have traveled there that commodities can be a bit on the high side. I suppose it's why I see the French visiting here all the time: we have cheaper shit. XD
Putting that aside, I suppose it matters if they offer great teachings in your major of choice. I recall it being in the science department, and all I can really think of when somebody mentions studying in France is fashion, art, culinary and business.
Keep in mind though, a cheap college fee can be found anywhere if you just browse colleges. Hell, I pay $26 a unit, and there's of course book fees which all colleges stab you with regardless if their enrollment fee is low.
Studying abroad sounds like an excellent choice though. I would have if I didn't live near decent colleges.
