I love this glimpse into Enki and Shouryuu's future, especially how you intertwine canon details such as the sailing clan and interpolate that onto their thoughts and actions.

Lines such as The sky started to change colors, painted with the imminent sunset remind me anew how good you are at illustrating an image with words.

I think this is how they balance each other. The reason a ruler is needed is to provide vision for where the country is headed.
