I think you're being a bit rough on the guy that talked about the 'C' programming language. We all know what is meant when you say just C, but it's awkward, doesn't really read well, and is likely poor grammar. I wouldn't blink if you said you knew C, but an English teacher might get out the red pen.

You are correct that it would be clearer to say "the C programming language" in a sentence but on a resume for a computer programmer it's better to just list it as C in a list of programming languages.
