Can't really comment on the quality of the first Step Up, but business-wise, it probably did about twice as well as anyone expected: http://boxofficemojo.com/movies/?id=stepup.htm

It's a film that made its money back and then some theatrically, so a sequel was pretty likely. You Got Served opened to $16m and finished with just $40m. Still a success but possibly not quite enough to justify a sequel.
