Sure, he's scared of death-- but Voldemort won't become a ghost when he dies in Deathly Hallows. Three reasons why not:

1. At the moment of death, he'll finally feel the pain of splitting his soul so many times. (I take Dumbledore's saying this might happen to mean it definitely will happen. Otherwise, there was very little point in mentioning it.) It
