Santana was there relatively early. She knew she didn't have any handy superpowers, or gunslinging skills, or godlike status like everyone else, but she was curious. Somebody would offer some helpful information, she was sure.

PM doesn't feel right leading a discussion, as it's always been more her style to follow and react. Despite her discomfort, though, she can at least get the ball rolling and see where it goes.

So after a moment of awkward decision-making, the carapace-covered lady clears her throat and speaks up. "The Queen told me she wants us to build... but would not give a reason as to why it had to be us."

"Which begs the question why. The obvious explanation is she lacks the power to build it all herself; but there is evidence she can. So we must pursue alternative explanations. Perhaps she wants more diversity, for example."

"We still don't know what she is, some things don't need a damn reason," she offers.

She knows it's not an immediately helpful interjection, but she'd spent her time dealing with a lot of petty gods and senseless spirits. Rationality not be worth jack shit.
