Original image, cropped:
1. Mask off Elsa, add a blue layer and a texture (maker unknown), set to Soft Light (65%) for the background

2. Lighten the image with a few gradient layers set on Soft Light (3 different ones set at 22%). This is how I normally lighten my icons. It's set as an Action and is usually one of the first things I do after cropping an image
3. Selective Coloring to up the cyans and pinks
4. Selective coloring to up the cyans and yellows and some red. then add a Vibrance layer at low opacity
5. Smooth the background a little using the smudge tool, then add another Vibrance layer
6. Because the background is almost the same color as Elsa's dress, I wanted to make Elsa stand out a little more. Lighten the background just a bit by adding a Solid Color layer in white, masking off Elsa and setting the opacity at 40%
7. Copy + merge and make it a new layer on top. Sharpen the image (Filter/Sharpen) set opacity at 56%. Then copy + merge, make a new layer on top, then using the Blur and Smudge tool, smooth out the really pixelated areas.

8. Add a curves layer making the image very very bright. Mask off the image and using a soft brush add brightness a little at a time on the top left part.
9. Add a curves layer making the image very dark. Mask off the image and using a soft brush add contrast a little at a time on the bottom right part.
10. Then add a Brightness/Contrast layer, making the icon a little brighter with a little more contrast.
