The grit of passing years has worn some of the sharper edges off of Nixon's memory. And on some level, I have to believe that he cared about the nation - as an abusive, sometimes neglectful father cares about his children, to be sure, but he was never indifferent to the nation, even as he descended into paranoia and bugfuckery.
Bush the Lesser has, I think, few if any sharp edges for time to wear down. It is the overall shape of the thing that repels, the whole administration in its form and framing, not specific acts or words. And I can find little evidence that Dubya cares about the nation or its well-being - occasionally individual citizens, perhaps a city once in a long while (and only after disaster), but never the whole nation.
