And yet they feasted. Life in Asgard continued as usual. As if a Prince had not killed himself.
(Thor knows they have to continue. He raged at first, at his father who had let Loki fall, at his mother who had not cared to see what Loki was doing, at his friends that couldn't understand he'd rather have his brother alive and sane than any number of thrones. But the Queen had taken him aside and explained about the precarious balance Asgard kept in the name of peace. Let no weakness show. Let Loki be an anomaly - or a willing sacrifice ( ... )

Basically what Loki is weaving is that the Dwarves Killed Loki and threw out his body. Mind you, he stays dead for a while depending on how he died and what he wants and other esoteric things.
Then the Chitauri picked up his body and made a copy out of Loki's flesh. Half resurrection, half puppet.
So the flesh is the same.
The Dwarves assumed it was so Asgard wouldn't loose face/to keep war from happening. It was fancy awesome work and they always wanted to know, but because the golem's existence was protecting them (Asgard could pitch a fit if they knew Loki was dead) they couldn't say anything.
