That sounds like a very interesting book; I must say I have a thing for sky-cities as well. I don't think I've read many stories with street kids, but I like the aspect. Switching POV's is what I like in certain stories, but it can get sooooo confusing. I get lost very easily...
Have you ever read 'Titan'? (I haven't, but would reaaally like to) It's the first book in the Gaea trilogy by John Varley, about some scientists that discover a sattelite orbiting around Saturn, and they find out that it's a huge, hollow torus where a bunch of creatures live... It sounds like a very cool book.
