Excellent idea and all, but Congress would never allow something like this because it contains common sense, something that's largely absent in D.C.

That's why it would be a Constitutional Amendment. Congress doesn't have to have any say in that. State Legislatures can call for it (which would likely be a LITTLE easier to accomplish.)
