I agree. I would usually say second [adjective]-est, not next.

My thinking is that "most small" can be substituted for "smallest" and "next most small" feels correct but "next most large" feels wrong.

I reckon "next larger" would be OK, though.

*nods* "next smallest" means the next one counting from the smallest end, but "next larger" (at least sometimes) means the next one counting upwards from here.
