I was watching my friends boyfriend do it. but he wouldn't explain it to me.
So any advice would be great.

This is more an art thing than a photoshop thing. He traced the heads and drew the rest, and it was done IN photoshop, but it's more a drawing thing than something a few filters could do.

I think you might have some luck looking for a tutorial on DeviantArt?
