Given that Sacramento is 20 minutes away - where is this place? Can little kids (6-7 years) do it?

It was mainly all older kids (20+) out racing, but I think they let kids race starting at 8 years old. Here's their website -- http://www.raceplacemotorsports.com

Thanks - I have other pictures that have the kart really sharp with the background still blurred, but I like how this one was slidding sideways.
