You know, I've got to wonder...
We can see them, but they can't see or hear us.
We can't interact with them at all, but the things we do in the city effect the city for them as well.
So, if there were ever to be some kind of entranceway between us and them, does that mean it would be on our side of things?

It's like the things the time rift pulls in, they don't belong, and most people don't know how to cope with it.
This city just has a built in defense system.

Assuming it's the second:
It seems like this place really only wants a select few of us. So, why wouldn't it just send the others back home? Granted, some of them are dead, but what more good are they to this place than when they were deceased?

It was more me being bored than anything, really.
Plus, like I said to that little girl - if we can do things that affect them, who says they aren't doing things that affect us?
