I would like to read the fic Head and Heart by Merlyn from the 1993 zine Uncharted Waters #7. Does anyone know of a way I could do this short of obtaining the zine?

No luck. My supplier doesn't seem to have this one. Like me, she didn't buy multimedia zines.
