You're right. Voters should be able to "check and balance" (mis)representatives with ballot initiatives, both national and in the 26 states without them. The best project for this, with improved procedures, is led by former Senator Mike Gravel and registered voters can ratify it at http://Vote.org, much as citizens ratified the Constitution at the Conventions!
Gravel's project would also improve the initiative process in several ways: Voters on initiatives need what legislators get: public hearings, expert testimony, amendments, reports, etc. The best project for such deliberative process is the National Initiative for Democracy, led by former Sen.
