The statement by the UN representative where he refers to race is at 29 minutes into the video. (This is the end of a longer speech.) After comments relating to other aspects of the UN reps comments, Olmos speaks at 34 minutes. He gets quite angry about it, and his comments are more pointed than the quote makes them out to be.
