They are simply breeding cats specifically with the gene that causes dwarfs. Not sure if I would call it disturbing- not any more disturbing than breeding any other animal to cultivate a certain characteristic.
They do look odd though.

Yeah, but if I had to pick between this breed and some Persian/Sphinx cross with no hair who can't breathe, I might go with this.

I have read that the munchkin biddies can run normally and are healthy cats.
I have also read that attempts to breed dwarf cats can result in the ill-fated two-headed kittens, and probably other genetic fuck-ups.
That's breeding for ya!
