I feel that the recent attempts to legislate the internet stem from a fundamental understanding of what fandom culture is and how we work.

I don't think fandom culture per se comes into the picture when it comes to legislating things, when it's more about controlling and fearmongering and people with business interests lobbying for this or that, if going by first guesses or the images gotten from across the pond. Wrong or skewed ideas, but probably with little actual thought for things like fandoms
