hatbrat85 First prepare your base. I'm using this:
Duplicate the base, bring it to the top and set it to soft light.
Make a new layer and fill it with #d0f7fb. It should be a light blue. Set this layer to color burn.
This is the little trick I use on almost all of my icons. Make a new layer, bring it to the top and set it to luminosity.
Make a layer of levels ( Layer -> New Adjustment Layer -> Levels) . Set the the little arrow on the right side up to where the black lines start. DO NOT GO PAST THE BLACK LINES. Do this to every setting in the drop down menu (circled). If the black lines go all the way up to the edge on the right side, don't move the arrow.

Duplicate the base, bring it to the top. Blur the layer using the guassian blur. (Filter -> Blur -> Gaussian blur) That way the icon will look softer. Set this layer to softlight.
Up the saturation (Layer -> New Adjustment Layer -> Hue/Saturation) to +23 and your all done!
PLEASE DO NOT MAKE THE SAME ICON. THIS TUTORIAL WAS NOT MADE SO THAT THERE WILL BE A BILLION IDENTICAL BELLE ICONS. Thanks. :)
