It is not shouted. Too many ne'erdowells in the area might take an opportunity of the princess, alone, even for a moment. He rushes the rest of the way, which is not to say he wasn't rushing before this moment, until he reaches her.
"I received your notice, and would like to inform you that it is all being taken care of. They placed you at some sort of peasant cottage, but I insisted on your taking residence in a wing on the highest level. I took the liberty of bringing over most of your things, and have laid out several of your best and your favorite attires for you to choose from." A big charming grin.

"You're most welcome, but it was no trouble, I just wish that I could have gotten more." He does look serious, even if he has his usual grin on his face. "I have instructed one of the higher-ranking maids to take care of their set-up among themselves. I'm sure that they would know best how to tend to your royal highness in their ways." If he understands it as a joke, it doesn't show.

Another thing Zuko had ignored before discreetly following after the young princess-- the 'pretty' sculptures. He wasn't there to criticize and admire the decorations, he was there to watch out for Rosella and help her in any way that he could.
