Try GIMP. It's pretty good and it's free.

I see you use Windows NT. It works great with XP so it should be fine with NT also.

You will need to install two things. GTK and GIMP. You can get both here:

http://gimp-win.sourceforge.net/stable.html

Install the GTK first and then GIMP.
