Babies love to hear our voices, especially since they're so used to hearing us talk all the time in utero, so go for it. I happened to re-read the HP books when my older son was about 6 months old and was actually starting to play in the tub, so I'd read while he splashed. =] It doesn't hurt and it gets you some reading time.
While I would say that reading to your newborn is great, for them and you both, I question that it does anything for a child that young vocabulary wise. Newborns learn and bond best if they are looking directly at their parent's faces from a very close distance because they can't see very far.
Personally, while I understand a child that young has zero understanding of the subject matter, a story in which there is murder, child neglect and a murderous stalker is not what I would choose for a child of that age. I will read the books with my son, but even though he's approaching three, I will be waiting a few years yet.
You can read whatever you want to read to your child. You just stop when they lose interest that's all. I've read to both of my children even before I gave birth to them and continued on doing so once they were born. Harry Potter may be a bit long for a newborn but there are some excellent books out there that will help you bond and stimulate your baby's mind.
