³ I was grimly amused when Caroline Lucas listed the lack of this feature as one of the ways in which Westminster parliamentary procedure is worse than European parliamentary procedure.

Grim amusement is, I believe, the right attitude to take to European parliamentary procedure - AIUI it's pretty painful.

But (at least according to Caroline) significantly less painful than Westminster parliamentary procedure. She'd thought Strasbourg was creaking and inefficient, but was astonished by how much longer it took to get things done once she started in the House of Commons.
