Veela do have wings. Also bird heads. I doubt she has a bird head, though. In theory, fine, she's a "Light Veela", so she might be slightly different from your regular Veela, except this is obviously just typical Mary Sue bullshit.
As I said, she's a Veela and not an Angel. Both have wings but are very different creatures yet the writer seems to be blending the two. Probably should have emphasized the kind of wings she had there.
Light veelas? Does this author mean that the character has Veela blood in her? I mean if she has those powers, what about Fleur- wouldn't Fleur have the same powers since she has Veela blood in her?
Sure, Veela do have wings, but when they show off those wings they also have the heads of birds and get rather nasty in this state. At least what I've seen of them in Goblet of Fire when they showed off their wings.
This story could work. A light Veela (which I suspect is supposed to mean that she has Veela blood in her, even if she has it in one part of her family). However, there is no denying the fact that this character is a Sue.
I wish Suethor's would learn their mythos as well as not to mess with it. When people mess with the mythos... well, I've never seen the mythos changes where it isn't done to make the characters special in some manner.
