I feel like writers use marriage laws in fanfic to force their pairing together rather than explore the plot.

While that may be, I have to wonder if marriage law plot would ever be explorable. Like some of the notes left by Pottersues pointed out, it's extremely implausible, illogical, and would be met with upmost resistance. In the event that such a law did exist, and penalties were put in place to prevent people from divorcing, cheating, etc, no one would live in there. There are several modes of magical transportation. If they can sneak Death Eaters into Hogwarts, they sure as hell can sneak people out of the country.

Sadly, stories writers of this genre also tend to include things like fake "Veela" corcumstances, the magical ability to discern "soul mates", and threatening death or something equally extreme. At that point, it's more about them making a statement refusing all possbilities of other ships than attempting to write a story.

I think it's definitely explorable but I think a particularly skilled writer to pull off the world building necessary to explain how a law such as this could be implemented, why it's in existence at all, and the implications & regulations thereof; a lot of the explanations I see use convoluted reasons to get two characters together so they can be in a fluffy domestic relationship with all of the tropes associated with arranged marriages.

I agree with your comment in general that it's not handled well.

It just seems overly convenient, and it never makes sense. Like how would Harry figure into a Black-Zabini contract? He's a POTTER! Wouldn't that put Draco in there or even Tonks?

All these pureblood!marraige law fics never make sense either-what would stop Hermione from simply going with Ron or Harry or Neville or some other friend of hers? Why is it always Malfoy in particular?

My OTP is non canon, but I just play with the timeline. But again, it helps not to have a pairing that has no sense.
