Roy is Maes' best friend, no two ways about it. They became friends in the academy, they grew closer in Ishbal and Maes knows that he will forever have Roy's back. For as long as he's alive, at any rate.
Maes is devoted to Roy's idealism, and it's from below that he resolves to push Roy to the top. He wants to know that Amestris' future will look like with Roy at the helm. And even though he knows now that he won't be alive for it, it still doesn't change this desire in the least.
Colonel Roy Mustang
Admittedly, Maes is not as close to Riza as Roy is. He does not know her like Roy does. But, that doesn't change the fact that she's important to Roy and thus, she's also important to him as well. She's a part of his family, whether she knows it or not.
