I was wondering why all my pants seem to wear out and form these fluff balls where they rub together when I walk. Is this because they're cheap pants because the more spendy pants that I bought did this really quickly too.

A pill forms on the fabric surface as short fiber ends tangle together due to friction and rubbing. Pilling occurs on most fabrics, but the pills tend to break off on natural fabrics. Some cotton and wool fabrics have a special finish to help prevent pilling. Synthetic fibers like nylon, acrylic and polyester are more apt to pill because the fibers are so strong they don't break off. Nylon and polyester also produce a lot of static electricity which attracts lint. The lint becomes incorporated into the pill, making it even more unsightly.
