Consider making a tea out of some dried chiles and soaking the drawstrings of your blinds in same before restringing? As long as there's a dangle of some sort attached to the ends of the drawstrings and you always pull the dangle, you should avoid inadvertently causing yourself pain whilst simultaneously keeping the cats away.

They gnawed off the dangle.

Where the o and < are plastic bits. The strings from the two sides come down to a bobble, then there is a heavier string that you pulled on, with another bobble at the end. I have the round bobble (gnawed off and fallen behind the filing cabinet), the end bobble is gone now.)

I found the heavy string and second bobble.
Maybe I'll replace the whole mess with cable; tigertail for the working cords and something slightly heavier for the o-----< part. I have some thin steel cable lying around I could use for that.
