I like these, but if I might add some constructive criticism, you should make the text larger in the panels. It's hard to make out and readability is key!
I agree with your observation, and it's been a trade off between the size of a text and how much for the picture gets obscured by the speech bubble. Here is a revised version of this image, with larger text, for comparison. I think it's also a question of what type of device image is being displayed on. Text that is quite legible on a desktop computer will appear too small on a mobile device.

Back in 1990, several things that happened a decade later hadn't happened yet. I find it to be more than a stretch that people in 1990 were "naive" for not psychically anticipating the events of the last decade.
True. But I was working for the United States government before, during, and after the Arab oil embargo that lasted from Oct 1973 to March 1974. In the wake of the disruptive effects of that oil embargo, people in the Government were concerned about America's dependence on foreign sources of petroleum, and how foreign military conflicts could disrupt that supply. But this concern in the Government deminished after Ronald Reagan took office. Jimmy Carter was concerned about this issue, Ronald Reagan less so.
There's a reason why the concern in Government on that issue diminished. The farther you get from something, the less you care about it. And everything was swimmingly fine under RR in that area - why would he worry? Or the people in 1990 worry? Answer: They wouldn't.
