Uh, there's nothing wrong with George Bush. He was educated at Harvvard and Yale. No wonder he's an excellent speaker. But in 2000 and 2004 he positioned himself as "the president to have a beer with". Most of George Bush's base is made of poorly educated people that probably don't get to try public speaking very often. In order to appeal to them he has pretended to be a poor public speaker. This is old news.
Polling in 2000 and 2004 showed that Bush was the guy more people wanted to share a beer with (despite being an alcoholic). I think this is an intentional part of that image.
I think there's a difference between wanting to be one of the guys and wanting to appear so stupid as to be diagnosed as pre-dementia.
Or, conversely, that Bush's team is so hyperfocussed on being "that guy" that they ignored the shock and horror from the rest of the world when Bush "acted" like the stupidest man in the world.
He's gotten worse at that as well. It could be a psychological issue - he very clearly doesn't like being told what to do, even when it's a speech that has been prepared for him. He dislikes it so much that, even if he's rehearsed it, his heart isn't in it, so he goofs it up.
I'm not sure if I've seen anything which necessarily implicates a mental disorder, but I would agree that the evidence points towards him having some sort of mild speech impediment. There's been a fair amount of selectively picking out video clips to try to make a point, though.
