It's probably the government. It's already come out that there is a program for these so they can track and tap phone calls without a warrant. But it's a secret program, so even though the police have been using it, it's not allowed to be reported on.

That sounds reasonable. From what Edward Snowden let us all know, the government is hell-bent on spying on us all, any way it can. So this is likely part of that.

How would you know? That's the scary part -- they could be anybody, masquerading as somebody legitimate. Brrrr!
