There is a great deal more to creating a Liberal Democracy than just overthrowing a tyrant. You have to create a system that supports the democracy through things like a strong constitution that clearly delineates powers, protects minorities, and ensures certain freedoms like speech, assembly, religion. Otherwise you fall back into authoritarianism fairly quickly as people trade freedom for security (just look at Russian).

And, of course, people have to be receptive to the new system. Colonists who fought against Britain in the War of Independence had the understanding and intelligence for that, but freedom, justice, and the things that go with these just aren't valued by enough people in other areas of the world to make such a constitution stick -- they won't fight to protect it. Which I'm afraid is starting to happen here.
