If you wouldn't walk into a war zone without a weapon, then you shouldn't be out on the high seas without one. All ships should be equipped with the means to sink a pirate ship, and the staff to operate said equipment. THAT would make the pirates think twice.
I know. I can see why insurance companies are pushing for this. What I can't understand is why everyone else didn't until now.
One thing that might work: The Knights of Malta are still in existence. The USA could sell or even give them a couple of destroyers and maybe even a carrier, along with helicopter gunships and armament that would include, oh, say, hellfire missiles and that sort of thing. Using such equipment, the Knights of Malta could hire themselves out to a consortium of the insurance companies of those ships and then go to Somalia and destroy every village that was the home of any Somalian pirates that had been identified. When you're standing there looking at the smoke rise up from where your home and the homes of your neighbors once were and your son was one of those who had triggered this sort of retaliation, you sure wouldn't want to encourage any more sons of your village and clan to go into business as pirates!
I can just imagine the Liberal backlash from that kind of intervention. "OMG collective punishment! The US is EEEEEVIL, just like those Jews in Palestine!"
Let them. Large nations sell old military hardware all the time, up to and including older ships and subs, and where the Knights of Malta got them would be anyone's guess. The Pentagon is in charge of such sales, and since those sales are ongoing and an in-house operation, the White House doesn't monitor it -- it's just business as usual. So the mainstream media and the White House wouldn't have a clue as to where the Knights of Malta got their ordnance. All the public would know is that that they had it, and used it to flatten a few villages in Somalia, and so what? Sure, the Left would blame the US for it -- but they blame the US for everything, including changes in the weather, and everyone else yawns. BFD.

An armed ship is a civilized ship, or something.
