I've thought the same things myself. There really should be a cultural solution to this problem.

The problem is that while various peoples try various ways to keep this sort of thing from happening, there's no one-size-fits-all remedy, because people aren't turned out by cookie-cutter, and what works at one time on one group doesn't at others. Then there's the little problem of sociopathy. A certain percentage of any population are born without the ability to form a conscience. They require constant supervision to keep them from harming others -- and frequently, such supervision isn't possible. And then there's our biology, which has its own agenda, regardless, and underlies behavior typical of wicked stepmothers and stepsisters sort of thing. That sort of bad behavior gets worse with increasing population density, as well, because that means more competition, including reproductive competition as well as competition for resources that are increasingly hard to acquire. I guess all you can do is raise your children to be decent, and pray they stay that way and raise their own children the same way.
