I wonder if it would be possible to make a rover that could survive the intense heat on the surface.

As materials technology advances, especially as research and development on new applications of existing materials advances, it probably will become possible. Or, we could put Certain Politicians in one and send them there to tell the whole world whether it worked . . . But they'd have to talk fast -- they'd only have a couple of minutes before it all went pear-shaped. ;-)
