Hey.
Could I reserve one of the female Vulpix with 31 Sp.Atk (Preferably the Timid one) for when B/W come out in the States/Canada/Europe?

Yes, you can...but you do note though that these Vulpix are FOR TRADE. So, I'll not accept just any plain fodder for these. You'll have to claim it within 1-2 months and have to be with something that I actually want (which mostly are only available after obtaining National Dex...unless obtain through trading with someone else...and I don't accept hacked/non-legit pokemons as well... .-. )

Will put the Vulpix as reserved for you anyway though... ._.

Females have the chance to pass their abilities, right? Even if they're not from Dream World proper? Because I'd love any of the girls, I'm not picky.

Yep, as long as the female has the ability, the ability can be passed down if you breed her with any Pokemon that can be bred with them, except Ditto. Doesn't have to only be the one that come off from DW. :3
