Personally, I've been trying to level up my team on Routes 13, 14, 15 (leading from Lavendar Town to Fushia City), 17 (leading from Celadon City to Fushia City), 20, 21 (the water routes going to Cinnabar and away from Cinnabar), and the first three islands by using the VS Seeker constantly. It's a long process (I've been trying to get my team to at least level eighty-five before I battle Giovanni and take on the E4.), but it can be done with a decent amount of patience.
